Unit Overview

SOBR (Special’nyy Otryad Bystrogo Reagirovaniya) represents the elite police tactical units of the Russian National Guard (Rosgvardia). Originally formed to combat violent organized crime in the 1990s.

Often compared to American SWAT teams but with military-grade weaponry and training, SOBR units are stationed in every region of Russia. Unlike OMON, which handles riot control, SOBR focuses exclusively on high-risk arrests, counter-terrorism, and hostage situations.

War on Organized Crime

Thousands of raids against mafia structures, illegal casinos, and armed gangs across the Russian Federation.

2016
Transfer to Rosgvardia

Moved from Ministry of Interior (MVD) to the newly created National Guard, solidifying their paramilitary status.

CLASSIFIED: Unit Structure

Unlike many other special units, SOBR is staffed almost entirely by commissioned officers (Lieutenants and above). This results in an extremely high level of education and tactical maturity within the teams.

Elite units within SOBR include the “Terek” unit in Chechnya and the “Bulat” unit in the Moscow region. They are known for their heavy use of armored shields (“Shield Bearers”) in CQB operations and are considered the scalpel to OMON’s hammer.
